Running a business in Bali but still don’t have an NIB? Here’s a simple guide to understanding NIB, KBLI, business licensing, the benefits of legal compliance, and what MSMEs and business owners in Bali need to prepare in 2026.

Bali has long been known as one of the most attractive places to start and grow a business.

Some people start their business from home, open a small food stall, sell products through Instagram, create a clothing brand, open a salon, offer photography services, manage a villa, or even build a company that serves clients from different countries.

Many successful businesses begin with something very simple.

One room at home.

One kitchen.

One laptop.

One Instagram account.

Then, little by little, customers begin to come in and the business starts to grow.

However, there is one important thing that business owners often overlook as their business begins to develop: business legality.

There are still many business owners in Bali who have been operating their businesses for months or even years but, when asked whether they already have an NIB, their answer is still:

“Not yet. Do I really need one?”

That is a perfectly understandable question.

As of 2026, Indonesia’s business licensing system uses a Risk-Based Business Licensing (Perizinan Berusaha Berbasis Risiko/PBBR) approach. The main regulation currently in force is Government Regulation No. 28 of 2025 on the Implementation of Risk-Based Business Licensing, which replaced Government Regulation No. 5 of 2021.

What Is an NIB?

NIB stands for Business Identification Number (Nomor Induk Berusaha).

Simply put, an NIB is a business identification number issued through Indonesia’s Online Single Submission (OSS) system.

An NIB is an important part of the business legalization process in Indonesia.

However, there is one important point that should be clarified from the beginning.

Having an NIB does not automatically mean that all of your business permits are complete.

Additional licensing requirements depend on the type of business activity, KBLI classification, level of business risk, location, and applicable sector-specific requirements.

Therefore, business legalization should not simply be understood as “getting an NIB.”

More importantly, you need to make sure that the business activities registered in the system accurately reflect the business you are actually operating.


Are MSMEs in Bali Required to Have an NIB?

“My business is still small. Do I really need an NIB?”

In principle, business operators are required to obtain Business Licensing in accordance with the applicable regulations.

Therefore, business turnover or the number of employees should not be used as the only benchmark.

There may be no physical shop.
